France's Lagarde:Competitiveness Pact Won't Target Universal Rules

PARIS (Dow Jones)--French Finance Minister Christine Lagarde said Tuesday that a competitiveness pact for the euro zone wouldn't impose fixed, universal objectives, although it could include sanctions for failure to move toward convergence.
At a European summit last week, France and Germany proposed creating a pact for greater convergence and competitiveness in the euro zone.
